  11. Is there a program that has the ability to monitor the speeds of the
  12. modem while on line. I HAVE WIDE FLUCATIONS AT SIGN ON WITH MY SERVER,
  13. FROM 19.2 TO 26.4. Does a modem fluctuate during a session? When the
  14. wide variance at various time at sigh on? I know the sign on speed,
  15. BUT will it fluctuate and WHY?
